I’ve read that after a failed negotiation, you get taken to a room that has porn playing in the background and the manager comes to ask what your budget is so they can find if there are any ladies are willing for that amount. Is this true?

That is incorrect.
Once you and a lady decide that you cannot come to an agreement, the lady will thank you for your time and will escort you back out to the parlor or the bar to have another pick at the line-up.
